Dwan E. Packnett is Of Counsel with The Woodhouse Law Firm. She focuses her practice on land acquisition, land use law, and real estate litigation (including quiet title actions and condemnation proceedings). Dwan also counsels her clients on the strategy and structure of the real estate development process, land acquisition and community redevelopment.
Dwan began her career as an Associate with Paul, Hastings, Janosky & Walker, where she was a trial attorney handling commercial litigation and real estate litigation matters. While at Paul Hastings, Dwan was an “on loan” staff attorney for the Metropolitan Atlanta Olympic Games Authority (MAOGA), where she was responsible for the coordination and management of all of the administrative and legal aspects of the acquisition of approximately 500 parcels of land located in Metropolitan Atlanta. After Paul Hastings, Dwan continued her growth in the real estate arena by joining the Atlanta Housing Authority as the Director of Planning and Compliance.
As an extension of her land use practice, Dwan has worked as a planning consultant, specializing in the development and implementation of land acquisition strategies and land use plans. In her consulting practice, Dwan has assisted her clients in building the organizational capacity needed to implement complex redevelopment and land acquisition projects through the creation of non-profit affiliates structured to finance and manage development programs. Dwan continues to serve as the Executive Director for an institutional client responsible for managing a $32 million land acquisition project through its pre-development phase. This project along with her work with the Housing Authority, highlights Dwan's experience incorporating federal and state regulatory compliance into the strategy and successful management of development projects.
Dwan earned her Juris Doctor from Emory University School of Law. She earned her undergraduate degree in Business Administration from the University of Illinois. Dwan also served as a research fellow at the Lincoln Institute of Land Policy in Cambridge, Massachusetts.
